A military PPM payment is not automatically tax-free spending money. Before using an expected surplus for housing near Tinker, separate the gross payment, accepted moving expenses, taxable amount, withholding and cash actually deposited. Confirm the calculation with the office processing your claim and retain the tax records. Withholding is a payment toward tax, not a final calculation of your household’s liability.
Give the move payment its own worksheet
Start with the authorized move and the settlement statement when available. Record the estimated payment separately from the final payment. Then list expenses submitted, expenses accepted for the relevant tax calculation, any advance, withholding and the resulting deposit. Do not force the numbers to match by silently treating every receipt as an approved expense.
For a hypothetical Tinker household buying in Midwest City, the moving incentive may be expected after earnest money or closing funds are due. Mark each amount as estimated, approved or received. The lender decides what documentation is acceptable for loan funds; an anticipated military payment does not establish that cash is available on closing day.
Distinguish a PPM incentive from other PCS allowances
The IRS Armed Forces’ Tax Guide treats different moving reimbursements and allowances according to their applicable rules. Do not apply the tax treatment of one allowance to every payment related to PCS orders. Identify the payment type on the actual settlement and ask the processing office to explain unfamiliar lines.

DFAS’s Army PPM page explains that accepted operating expenses can reduce the taxable incentive. That page is useful evidence of the distinction, but its branch-specific processing instructions are not a substitute for guidance from the office handling an Air Force member’s claim. A Tinker connection alone does not identify everyone’s service branch or employment status.

Ask how accepted expenses changed the taxable amount
Keep each expense tied to its receipt and to the settlement decision. Ask which costs were accepted, which were excluded and why. A claim that a cost was necessary for the family does not automatically establish that it reduces taxable PPM income or qualifies for a separate tax deduction.

If a receipt was omitted or a figure looks wrong, ask the responsible office about the correction procedure. Preserve the original submission and the corrected explanation. Do not alter weight tickets, receipts or descriptions to obtain a preferred result. The useful tax file shows how the actual payment was calculated and which supporting documents were considered.
Do not mistake withholding for the final tax bill
The amount withheld from a supplemental payment may differ from the household’s final income-tax result. Confirm the actual withholding shown rather than copying a percentage from another service’s example. This article does not apply the Army page’s published rate universally to Tinker households or predict an individual tax bracket.
Internal Revenue Service: Tax withholding
As a practical cash-planning step, avoid spending the full deposit until you understand the settlement and have discussed any needed reserve with a qualified tax adviser. Keep that reserve decision separate from the amount the military approved. A smaller deposit can reflect an advance or withholding as well as expenses, so the bank transaction alone does not explain the tax treatment.

Prevent a second deduction for the same cost
IRS Topic 455 says you cannot deduct moving expenses covered by government reimbursements that were excluded from income. Review the accepted-expense calculation before putting the same receipts on a tax-return worksheet. Ask the tax preparer to reconcile the settlement, reimbursements and tax forms rather than starting from receipts alone.

The latest posted Publication 3 reviewed for this article is the 2025 edition. Use the IRS instructions applicable to the return actually being filed, including later updates. This guide does not guarantee a 2026 deduction, prepare a return or decide whether a particular expense qualifies. Military moving rules should not be casually extended to civilian employees or an ordinary civilian relocation.
Close the file with the right finance office
Use Tinker’s official Finance page to locate the current support route when that office serves your situation, and confirm which office processes the PPM and issues its tax document. Ask how to obtain a missing or corrected form. Do not assume every service delivers every PPM form through the same portal.
